It's a unique opportunity to find lore about characters who might otherwise be looked over. In that regard, Bethesda made it more worthwhile to seek out the hundreds of books, notes, and journals scattered throughout the world. Others may seem like reasonably standard adversaries until players manage to find and read their journals, which serve to provide additional backstory and explanation for motives that otherwise may not seem to make much sense.
Many of Skyrim's strangest NPCs can be tied back to the Elder Scrolls series' Daedric Princes, whose morality doesn't often align with that of mortals.
